a/c problems... please help

a/c problems... please help
Hello! I'm 16 years old and my parents bought me a 2000 cherokee, this is my first vechicle and im having problems with the a/c. It is blowing air but it is not cold. The compressor is not spinning, the relay (4V)and fuses(12V) are good(have power but only 4 volts to the relay?). The wire that goes to the compressor has no power to it. The question is will the clutch spin if im low on R134A?

It sounds like you have great parents for buying you a jeep,to answer your questions,no it will not run if it is low on 134,the system has a low pressure cutout to protect the comp if it is low. mine is an 89,not sure about yours but my electric fan will also not run when the a/c is low. Have someone check the pressure ,depending on what it may cost to check,you might be able to buy a recharge kit for less and check the pressure yourself.
