Brakes work TOO good

So I have one of the strangest issues I've ever heard of. The brakes work too good, as in they just about lock up the wheels with a little bit of pressure.
Background:
Just did a brake pad change 2 days ago
Brake pads used - NAPA Safety-Stop Cermaic (NAPA Pads
Brakes worked normal for the 50 miles after change (slightly better)
Old rotors still on
Brake fluid level at exactly FULL
Lugs are tight to spec
Wheel moves freely when in park (I rocked it. Decided to not jack it up in the rain at night)
ABS is not working
After noticing this weirdness when I started driving down the block I decided to pull over and check (see above) the situation. I then drove to the local convince store trying to feel out the situation. Road manners are fine. Let go of the wheel and noticed no pull either way. No hesitation in acceleration and coasting in neutral led to no slow downs. Only other time I had experienced something slightly like it was when I had a seized caliper on a cracked knuckle with a destroyed bearing (long story), but at that time it pulled when braking on that van.

1. Do all four lock up or only the rear or front or one only
2. Did u top the fluid off or was it at the full line after the brakes were finished. If you added was it new fluid something u had laying around and w it dot 3

2. Fluid was a hair below full before change. Never had to add any more. The pads I took off were not really that worn but I replaced them anyway.
Woops forgot to clarify. Had new rotors but I gave them to my buddy (his rotors were SHOT. My rotors looked pretty good and checked em with a digital caliper all within spec.
Also to add another bit of info.
I took out my maglight and checked the seating of the pads. Bottoms and tops were sitting as they should. The PO had them installed upside down (u at top, single bar at bottom). I installed them U side down, single bar at the top.

First thing I would check is that u didn't kink the flex lines. Sometimes happens if u twist it over itself when you moving them out of the way while doing the brakes and forget to straighten them back out. If this is the case lines will be looped over themselves
