Booster or master cylinder
Okay, after many searcher I can't find the info I need.
When I apply the brakes the first 1/3 of pedal travel doesn't really do anything, then I have LOTS of braking.
I can't hear any vaccume leak I'd I push on the pedal with my head down there.
No leaks anywhere.
All new fluid, had it all replaced.
None of the lines are swelling or anything like that.
So, is it a worn master, or a leaky booster?

You're in the fine line area of it either being normal or you may have air in the lines. If your booster fails you'll typically have a stiff pedal with hardly any stopping power. If the master cylinder fails typically you'll have good stopping power to start then the pedal will drop to the floor, releasing the brakes. You could suspect a slave cylinder, but you would have fluid leaking in that case- easy to spot. That's why I'm thinking air in the lines.
