Bogging down/no power on inclines

Morning all:
87 waggy/4.0/4wd
My waggy does not like to up any inclines, even slight highway inclines. I put a vacuum gauge on yesterday, and after warm up the vacuum holds steady in the good motor section with no discernible variation.
New sparks- gapped, new fuel filter, evidently no vacuum leaks or exhaust clogs (gauge readings are the basis for this), tps is set per renix instructions, O2 is six months old, iac is clean, new oil, new vc gasket, new serpentine belt, new timing chain and harmonic balancer, new brakes, new master cylinder, new shocks, and refreshed/extra grounds.
Motor mounts need replacing, and idler pulley is whining.
Any thoughts on what to check next or why it has no power going up inclines?
