Clean out the fins on the heater core and A/C evaporator, they tend to get clogged with dirt, dust, pet hair, and other junk. If those two things are packed full of crap, you won't get any output from the dash vents.

This probably won't help, but back when I had a cj5 I switched the blower motor out for a 4 speed unit from a '93 freightliner. mounting plate and everything was the same, had to enlarge the hole through the firewall slightly. It would put out enough heat to keep you toasty with the soft top and soft doors at 65 mph.

Yep, didn't want to jinx myself, so I'll just say I have no experience with the xj blowers. I found the freightliner would fit because I was changing blower motors in a semi and my jeep at the same time.

I think the best you could do is find an electric motor rebuilder have them strip the motor down and rewrap the stator.
Bigger wire on stator = less wire wraps = lower speed more torque
Thinner wire on stator = more wire wraps = higher speed less torque = more airflow
Don't see why it wouldn't work I used to rewrap my RC car motors all the time and it was awesome.
I might get a jy blower and rewrap it. I will post back if I decide to try
