I think you can you need to change the backing plates , But I don't think you will gain that much braking from the change .

I agree, assuming you can the parts - even replacement shoes could prove difficult to find. With that in mind, & the work involved you might as well go the whole hog & convert to discs.

Check this guys website, lots of ways to improve brakes and add rear discs, and heaps of other things

Gojeep Home Page (willyshotrod.com)

Its a bit out of date as he sold his XJ years ago, and OZ based

I converted my '99 XJ to rear discs back in 2016 and it's worked out great, a nice improvement in braking and of course much easier to work on.

I would just go with better brake pads and shoes and yes they do cost more , that would give a little more braking .

I agree. I converted my '96 XJ to rear discs. Braking performance has definitely improved. A little time consuming, but worth it.

I don't see any other options for the rear unless your drum brakes were shot and then new ones would help.

Higher performance front pads.
Inspect and adjust rear shoes.
It would actually be as much or more work to switch to bigger drums than just go with disc brakes.

Porterfield makes some nice high performance front pads.

As for rear shoes, I don't know what to recommend. Have you inspected and adjusted the rear shoes yet?

I like Brembo Premium Ceramic Brake Shoes
https://www.rockauto.com/en/moreinfo...sn=502&jsn=502
and for the front a
Semi-Metallic would give you better braking but I like Carbon-Fiber Ceramic pad better it stands up to heat better
