It's below the power steering pump... It's not your conventional tensioner its a pully tightened by a bolt.remove the tempiture pintail than losen the pully and use a extension to release the pressure of the belt

Just a Idler pulley not a tensioner. Napa sells them. Just need to know if you need smooth or grooved. Want to say my '96 was smooth but am not 100% sure. Just so you know you can buy a Drivebelt Idler Pulley Adjustment Bolt Kit through Napa to.
