Battery light comes on in cold weather

This has just started happening this winter, but whenever it gets below 20, my battery light comes on after about 2 minutes of running and stays on even after the engine warms up. Alternator issue?

When the car is running, the alternator should be charging the battery and it will read 14 volts. With the car off, it would read 12 volts. It is probably the alternator or voltage regulator, but I don't know about it much, so I would wait for someone else to chime in.
