Default barely getting off the asphault. need help

a bit about myself, well my name is Rey, and i know how to do pretty much just maintenance on cars and trucks.. about a year ago my buddy caught me staring at his rock crawler... with the "what the f!@#?!" look on my face. he asked me if i had ever been offroading and later on i went, and i started liking it, so i would ask random questions first of which i will admit was "howcome the trucks are soo high off the ground" i kept asking and tagging a long and learning and he proposed i get my own "rig"

a bit about my "rig": sunday i ended up getting offered a 1987 jeep cherokee, running a str8 6 and a 4" lift, with 33" all terrains it was 4x4 and a standard 5 speed so i jumped on it plus it had a roof rack with 9" spotlights bright as f#$% and a front bumper with a skid plate... it needs the following

ALL windows, but i'm getting all of em excluding the windshield(which i need) for 100 bucks,
it needs a rear drive shaft
a muffler
the spot lights need to be wired
oh yeah and it starts without the key...
and i need to get it smogged and registered obviously and get tags,
and the last owner said it needed a "vacuum component or somethin' like that for the front wheel drive... i THINK" idk what that means and neither does my friend
long story short how should i prioritize?

of everything it needs whats the most important? i can drive it around in front wheel drive right now... but i got a daily driver so i don't need to, and won't take it anywhere FUN until i have it in running order.. soo what's most important..

p.s i got the jeep for 200 bucks

If it needs the vacuum actuator you wont be driving in fwd anyway... itll just sit there.
unless it has a locker.
