bad mpg

i've done most of cruisers tips except i haven't gotten around to the cps one yet.
how do I check the sensors? how does the coolant sensor or iat sensor work in conjunction with the computer to deal with mpgs?
I mean I have the temp sensor in back of the head that shows me accurate coolant temp on my gauge but it doesn't tie into the ecu at all and I have the coolant temp sensor on the radiator that kicks on the electrical fan when it gets hot so I can only assume it's working ok. And I have no idea how to test the IAC.

Have you completed 1 through 5? What results did you get when doing 5?
Can you solder and use shrink tubing? If so, do 27 instead of 5.
Intake manifold bolts snug?

cruiser- A long time ago when the car was newer to me and I discovered this site and your tips, I started doing your tips. List of what's done so far:
tips 1, 27, 3, 4, 5, 6, 8, 10, 11, 12, 13, 16, 22.
I had to replace the head gasket right when I got it so I put the manifold bolts on so I never thought of them coming loose but I will check to make sure.
And tire pressure and air filter are good.

The integrity of the line from MAP to Throttle Body is critical.
