I have a 1996 XJ with a RE 3.5 inch lift (more like 5 inch), and 31 inch bfg at anyways my question is that when I slam on my brakes they wont lock up, it will bring me a stop but still feal a bit weak. Is this normal, or do I have an issue?

which rear end do you have? if you have the dana 35 then there's a good possibility you have antilock brakes... or just air in the system.

I can... but I don't have abs, which if you have, is there to keep you from locking them up...

I have the 8.25 rear end, I will check with the bleading but I dont think that is it because when I put new lines on, i blead the brakes with a great machine at my friends shop.

I am pretty sure I dont have abs, it used to but the rear end that i swapped in did not have abs so the abs light has been on.

I know with abs there is a pulsing that happens right as the breaks would lock does that not happen on these? If the rear does not have abs because of the rear end being swapped out would the front still work?
You would still feel a pulsation if it still worked just to be safe pop the the hood and unplug the abs brain I got a 3in lift with 32s I can lock mine right up no problem I also have a 91 xl

You're going to need to eliminate the whole abs system from the vehicle. It's still attempting to pulse, but there's just no sensors on the rear now. Sounds like you'll be running some more brake line.

I can lock up my 33's on my 95. No ABS but completely replaced every thing from the master to the wheels (but not the hardlines) when my brakes went out coming down a mountain. Dang happy I have a manual.
Master cylinders can leak internally causing weak brakes too, my master completely failed at ~210K miles and I'm 80% sure it came from the factory.

One thing I think I should have mentioned is that sometimes when I go to slam on the brakes it sometimes pulls to the left or right, not all the time maybe less then half the time. Could that have anything to do with it
