Bad alt or bad wiring?
battery reads 14 with jumpers on and keeps power. gives out 12-19 but A soon as I disconnect the jumpers the battery loses voltage and decreases rapidly.
Brand new wires battery and starter.

Measure the output directly from the alternator (should be close to 14) and then separately measure the output at the battery. The two numbers should be pretty close. If not, it's probably you're wiring. If your battery is reading 14 with jumpers I'm almost certain your alt is good and you have a wiring issue somewhere between the alt and battery

Battery reads 9 atm with engine running and no jumpers but the voltage is running downward real fast.
I too think it's a wiring issue seeing I put in New ones I could of screwed up somewhere. I am just having difficulty finding where the wires run from the alt to the battery.
When I tested the alt I kept getting diffrent numbers it was jumping around every second between 12 and 19 and At times it said 1-.--.

Sounds like you got more going on than just your alt/battery...NOGGIN' POKIN' TIME
Make sure your power and ground wires are in the right spots on the battery, starter, and alt. I mixed up the two once and it caused the exact problem you are describing.

Must be my problem.

Before you replace that battery, test it. Disconnect EVERYTHING, then measure the voltage and watch what happens. If the voltage is dropping with everything disconnected, it's shorted internally and it's toast.
If that's the case, replace the battery and try again. You might be okay.
But, even with the battery replaced, you may still have other problems that were caused by the reversed polarity.
