I have a very similar problem on my 98 XJ. But, mine isn't just loose. The one on the passenger side snapped on one side of it. I have been having a hell of a time finding a replacement down where I live.

Those are used to keep the spring pack together. Any 4wd shop can get them for you.

I have been told that your spring pack can separate or at least each of the spring can become miss aligned. So far I haven't had any movement in mine and I have been missing one of the clamps on the passenger side for almost 2 years.

its OK if its loose, slides up/down the spring. They are not supposed to be tight, the leafs (leaves?) need to slide back and forth.

I snapped one completely off one time (on my '76 Power Wagon, not on my XJ) and I wrapped it with bailing wire and a BUNCH of duct tape and was able to make it home without the springs falling apart. I got a new one from my local off-road shop.
