Default automatic shift issue

99 Cherokee 4l
Xj will not shift until about 4 thou rpm's into 3rd. And again into 4th until about 5 thou rpm's. Falls back into 3rd and remains there on the hyway.
Jeep basically will not shift properly. I have had the Jeep to 3 shops and diagnosed, and all has been changed. I would appreciate your help.

Thank you
