So this would be the equivilant of a slip-lock system? Auto locking, on all the time, no worry about it, safe to drive on dry highway system?

It lists it as being for a chry 8.25 for 1997-2001. What would be different in a pre 97 jeep that has the same differential? Would these still work on older jeeps?

Partially correct. 29 spline 8.25's made there first appearance in the latter part of the 96 production run. How do you tell the difference between the two? You've gotta count the splines...there's no other way.

If you got the stock rearend, maybe you can get a build sheet from the dealership by running the vin number. I don't know if it will get that specific or not.

yes they are safe to drive on dry pavement they make alittle noise but thats about it. now snow covered roads are alittle different the locker will make it very easy to fish tail if you get to hard on the skinny pedal
