Just to be sure the fan is good, unplug it and wire it with a jumper wire direct to the battery momentarily to see if it spins at full speed.

There is one under the hood by the fan motor. But if it has one speed, it will be high

Mine is an 87. Might be different location for your year. And I have moved a-lot of crap out of the way prior to this photo. But if you can find the fan on the engine side of the firewall, there should be a simple two wire plug. Un plug it and run a couple of wires from the battery positive and negative to the plug going to the fan. Just momentarily. See if the fan spins at a high speed. This will be bypassing all switches, fuses, and resistors.

'96 and earlier have a poorly designed heater fan circuit

I recommend that relays be installed in the circuit, which means one relay for each speed

If you do not do this, full current runs through every part and wire in the circuit, including ignition switch

there is a fairly recent writeup by someone else that did it, search the archives

Unfortunately, failure to do this mod will cause components to fry
