Sounds like some thing binding the return sping on throttle body broke maybe take agoid look at that when you get .home.The spring in he cable pushes cable out the spring on throttle body keeps throttle plate closed .

Is the tb supposed to be fully closed or slightly open at idle? I'm thinking fully closed but just want to make sure.
I was talking to some other people and they think it might be a weak tb return spring too. Since the tb and accelerator cable were both original I'm guessing the springs just kinda weakened together on both parts over time but now that the cable has a new spring the tb spring just isn't strong enough to handle it.

Yes, closed but not touching and making a groove in the TB. OK, I was just curious how it's going. You ARE sure the lower end of the cable housing is all the way in the firewall. I just mantion that because I can see mine seated in there from inside. Thinking that might do it if yours was not all the way "home". Let us know what works!
