Accelerator cable adjustment

Green & Freedgr are the guys in the know here. I'm just looking at that big black barrel there with the ring with the slots. WTF? That ring is made to turn it seems. Why?????
OR...Will the white part shove/clip up tight to the black clip? It might be holding the sheath from retracting. On second look I guess not.

I'm thinking it's some sort of adjustment too. I just don't understand why a spring would be enclosed in it if it wasn't for an adjustment. That's the part I broke last time though so I'm being cautious before messing with it. Plastic became brittle over time and just shattered when I bumped it.

I couldn't find anything in the FSM for this cable. I looked through it to try to get the part number but couldn't find any reference to the accelerator cable or adjusting it. It's like this part doesn't exist yet it's so important lol.

All I found is 97...shows the same "barrel" in a diagram, no reference to an adjustment.
So you had to get up under there and get the clip right on the petal arm. My only thought is something there, maybe with the petal it's self. Maybe someone who has seen one can be more help! In the meantime all I have to offer is I don't see where else the problem could be. I've had carpet, or acorns, or rust interferer with the petal action . I'd wonder if shoving back on it drops the RPM.

Well I'm off work in 30 minutes and I'll be home in an hour so if I figure it out I'll post up otherwise I'll be looking for more ideas. Maybe someone can run the part number for me through a dealer database or something to make sure I got the right one. Like I said though every single Mopar website I went to said this cable was for the 95.

Well I played with it a bit last night and this is what I found out.
The spring inside the barrel on the cable doesn't seem to be compressing all the way. If I push it in all the way the tb goes back to it's normal position and all it fine but as soon as I release it, the rpms jump back up.
I'm thinking maybe since the spring is so new and the tb is I have no idea how old, that the return spring on the tb is worn out and not strong enough to compress this new spring on the cable.
I'm going to pull the tb and buy a new one unless anyone has any other suggestions.

Sounds sort of dubious (& extreme). I might bend the rod coming up off the petal first. Is that an option even? Idk! I'd double check the petal play, make darn sure the problem isn't down there.
My 90 has loads of slack. If there were an issue it would be the little crimped bead on the cable.
I can be a bit crude. (smash to fit, paint to match). If that bead were wrecking MY day, it would be between a hammer and and an anvil in short order!

That's all I've got. Idk about the competing spring theory. Doesn't sound right. Sounds if the problem is not at your upper bracket it's "down under".
