Maybe you should elaborate on your situation. What are you going by to tell you the voltage is low? Where are you checking this? Are you having problems? If so what are they... Is the battery not being charged? Do the headlights seem to run down the battery???
This might help others to help you...

before i got a new bettery ok, i was driving and it sputtered and went dead looked at it and had no voltage, tried to jump it off...it worked for a minute then went dead again, got a new battery now it cranks and runs but only at about 10-12 volts "says the gauge" the alternator wont charge it...so i went to Oreilys and they tested it for me and it lil thing said it was the voltage regulator, so my question was is the voltage regulator in the alternator or in the computer (PCM i guess)

the ECU monitors the volts and field and will shut down the alt if it senses a over charge or the battery gets hot
if the field wires are loose you wont get a good charg
other than checking for good conections on all you wireing
you wont be able to check any thing without a volt meeter
it could be the ECU but most likely is a conection or bad alt

A good parts store can bench-test your alternator for you. I agree with the posters that said it's most likely that.
One thing to remember is if you have really discharged the battery you should charge it full before starting with the new alternator. If you don't you can smoke the Alternator or voltage regulator... It will be working way too hard and too long to recharge a dead battery.
Charging the battery first is good insurance since you have just spent a lot of money...

Just for kicks, put your meter across the battery posts and see what the voltage is. If it's under 12v, you've run it down and should recharge first.

Not to hijack this thread, but. I also have a '99 Cherokee. It seems to charge the battery fine but intermittently the voltmeter will show 19V. I have jumped out and placed a DVOM and read from the positive terminal of the battery to ground and it showed 14 volts. It will usually "reset" itself if you just keep driving or if you turn the vehicle on and back off. Any ideas?
BTW: Battery is less than a year old, and alternator has checked out fine at autozone.
