Hi,
I noticed I can control the speed (faster or slower) when I turn on the wiper blades on the first click up with the stalk, but when I put the stalk up to the second position I have no control whether it fast or slow (it'll be the same speed, more to the slower end). The wiper motor is a new motor which I installed last year. So I have 2 questions:
1) Is what I described with me not being able to vary the speed on the second level normal?
2) What controls the wiper speed on a 99 XJ (I don't think they have separate delay modules but am not sure)?

WINDSHIELD WIPER SYSTEM
An intermittent windshield wiper system is standard equipment on this model. The intermittent
wiper system lets the driver select from either of two
wiper speeds, low or high, or the intermittent wipe
delay mode.
The intermittent wipe mode delay times are driver
adjustable from about one second to about fifteen seconds. The intermittent wipe mode is provided by
delay logic and relay control circuitry contained
within the intermittent wiper/washer switch. The
intermittent wipe relay is also contained within the
switch.
The windshield wipers will operate only when the
ignition switch is in the Accessory or On positions. A
circuit breaker located in the junction block protects
the circuitry of the windshield wiper system.

the first click is for delay which you can control, the 2nd is low and the third is high both of which are at a set speed and not controllable...

If it starts to fail like mine eventually did on my 99...I found a good reasonably priced direct replacement off of Rockauto...10 min. install.
on mine the stock still worked, but the intermittent dial gave up the ghost.
