Default 99 XJ black sludge on side of block

So I am running out of coolant frequently, filling it 2-3 weeks. At the beginning of the year I replaced the radiator because it had a leak.
There is no signs of a blown head gasket.
She has always had this sludge on the side of the block since I got her 5 years ago. Lately it seems thicker and I see some silver specks, not a lot just three to five.
Thoughts on what this is?
thank you.

You can see in the background the black sludge.

This is another picture of the sludge.

I would think thats just oil that seeps past the valve cover gasket. A trick to find water in engine oil is to pull the dipstick and heat the end with a lighter..water in the oil will spatter and pop...oil only will do nothing..scrape the sludge with a spoon and do the same thing with the lighter. See what happens
