99 NP231 seal question

So I had to remove the output shaft from my TC today. I reinstalled a new seal and its leaking like crazy. Think plume of smoke.
I did not install the metal sleeve that was in front of the seal. Is this causing the problem? Or would i just have a bad seal?

I was told to replace the bushing and seal at same time, the bushing takes the slop/deflection out of the shaft allowing the seal to do its job. I have both but havent changed them yet.
