I have a 99 Jeep Cherokee Laredo. Went to leave and it starts and cuts off after a couple seconds but no cluster while it was started. Couldn't get it to stay running. Hooked a scan tool to it and started up but no cluster. While it's running the cluster comes back sometimes. When the cluster isn't working the windows dont work either. And from I can tell the radiator fan isn't turning on either. Its throwing P1686 p1687. My scanner wont scan it but to it to a parts store and they could get codes. Any advice?
