i removed all the excess wires from under the dash. it was a chapman alarm system. turned out to be a lot easier than i thought, it just looked like a cluster f_ck. there is a relay panel mounted under the dash with an extra relay off to the side. it's metal and cylindrical and is usually pretty warm when i touch it. anyone know what it is?

I am having the same problem have you figured it out by any chance?
Also did you figure out what the two toggle switches were for?

if you are referring to the alarm system, i basically just followed the advice given in this thread. i removed all wires that were twisted by following them to where they were spliced into the factory wires. it's pretty easy to figure it out once you get started. i have no idea what the toggle switch and push button switch did, but i just removed them and have had nothing funny happen as a result. if you are referring to the relay in the photo above, i have no idea. good luck, and post back if you have any questions.
