My 96 cherokee sat for a while and now it won't start. I have swapped the starter relay with the fuel pump and ASD relays and still no good. I just replaced the CPS and nothing. One thing of interest is the fuel pump doesn't run for 5 seconds when turned on. I've replaced the entire pump in tank assembly less than 5 month ago. I have pressure in fuel rail too.

 

I should've added that it cranks but won't start.

 

if the fuel pump don't turn on and the relays are good this happened to my 96 and it ended up being the ecu if it is being a 96 you must get a numbers matching ecu good luck

 

How long is "a while"? Have you checked the battery? If it sits unused for long periods, it will go flat. Eventually.

 

Battery was dead but I jumped it and it was being jumped during power on checks. I did notice no +5v reference at TPS.

 

Battery voltage needs to be at least 12.5v for the PCM to be happy.
