Check the brake light switch which is attached to the brake pedal at the connection to the brake rod going to the vacuum booster.

The brake light switch has four prongs sticking off of it. two are for the brake lights and two are for the cruise control. It makes no diference which two go where. when you touch the brake pedal it moves the switch and the switch makes contact to turn the brake lights on. Check that there is continuity across the prongs of the switch when you touch the pedal.(use a multimeter here) If you have continuity the swich is good and you have to trace for a broken wire.
