Is the piston on the compression stroke or the exhaust stroke?

If it is on the exhaust stroke you will have to keep cycling until the number one piston reaches tdc again. That should put the piston on the compression stroke.

If the plugs are drenched in fuel either:
a) there is not a good spark
b) the fuel system is faulty

If the engine is that flooded it may never start. Try removing all the plugs drying with compressed air, disconnect the coil crank over engine, replace plugs & see what happens after reconnecting the coil.
