92 XJ Electrical issues

Engine: 4.0 L I6
The guy I bought the car from said they had to replace the "electrical column". Not sure what he is referring to, but i think it was the wires on the steering column. Well when they did this they pretty much screwed a ton of stuff up. 
Question #1: All the the accessories stay on when the car is off. (Radio, blowers, wipers, turn signals, etc). How fix? Could it be that they jumped the ACCY/ON circuits to be tied in directly to the battery?
Question #2: Where the hell could my horn relay be (horn dont work), its not where it should be.
Question #3: What do these relays go to and why are they under my dash?

Rear washer/wiper also doesnt work.

Pull the connector off of the ignition switch. If the accessories stay on, someone's done some creative wiring somewhere. If they go off the switch is the problem.
I don't recall if your year has the horn relay roughly above the driver's knee or hidden behind the radio. Hear anything under there clicking when you hit the horn?

Horn works fine, its the wiring that's messed up, the horn relay is supposed to be up by the drivers side fuse box, I will check behind the radio though

On the '93, the horn relay is on the small relay panel attached to the lower dash directly in front of the driver's right knee. There are 4 full size relays and 6 of the small relays mounted on the panel. Include illuminated entry, rear window defogger, power locks lock and unlock and radio illumination. If you are careful, you can hear the horn relay click when pressing the horn button.
I believe the '92 has the same panel but can't swear to it.
If you can track down the wire exiting the steering column down at the base, it will be very easy to stick a relay pretty much anywhere inside or out and be done with it.

Okay, so horn relay is still nowhere to be found -_-
I pulled the ignition switch and all accessories stayed on, so creative wiring it is.

IF you look at my fuse box you can see a jumper between TURN and HD LP/DY (Head lamp delay). Now if i pull this it kills all of the accessories and they stay off even in ACCY and ON positions.
Also found this interesting tidbit:

This plug goes from wiper/turn signal **** thingy (idk what you call it) and seems to control the intermittent wipers when bridged with a screwdriver, but there is connections for that a the bottom of the steering column! I removed it, it seems to effect nothing (Cruise control is mechanicly broke, so it could go to that?)
