I have the exact same issue on my 88 pioneer. Except it is on the right side. Mine does the exact same thing, I turn it on and the light in the cab is steady and the right turn signal goes steady and does not blink on the rear, no light up front but that light works when the parking lights are on, I'm interested to see if someone has a solution, I don't have one sorry I just thought it was interesting that we have the same issue, I'm curious to see if someone has a solution and what it is.

I suggest unplugging EVERY electrical connection in the engine bay you can find, whether engine related or not, and spraying it out with a good electronics cleaner, visually inspecting the terminals making sure they haven’t retracted into the plastic holder, and then plugging it back together. There’s a critical 10-pin connector for the front lighting system located in front of the air cleaner and behind the left headlight assembly. Don’t miss that one. Also be sure that the connectors to the ballast resistor mounted near the air cleaner housing are clean and tight.
ALL of the relays should be removed, the terminals wire-brushed until shiny, and the receptacles sprayed out with contact cleaner. Then plug them back in. I do this on every Renix Jeep I purchase or work on for someone else.

Something else you might try. Using your jumper cables and a scrap of wire, clamp onto the battery ground side, and touch the other end of that to the socket for the bulb. At least twice on my XJ's, an once on a Toyota, that socket not being grounded caused goofy things to happen. Pretty easy to try, and you will know right away if that's it!
