89 Renix Cruise Control Glitching

89 Renix Cruise Control Glitching
I have cruise control in my 89 XJ and it works as it should, until I try to engage it above 65 mph. For example, if I try to engage it at 65, the cruise control will floor it in WOT until it reaches 75. Could it be a vacuum leak in the cruise control system or does the yellow box need to be adjusted?
