89 Cherokee No voltage at blower harness

So my blower went out the other day. I checked and have 11.79V at the fuse block.
I then checked the wiring harness going into the switch... it was melted at the M1 (Lt Grn) terminal. I could not find any voltage when I put the meter from the Lt Blu terminal and to ground (no voltage at any terminals, for that matter).
Am I testing this wrong? Is it possible that the whole harness has bit the dust?
If the whole harness has fried, would it be OK if I just crimped on some terminals that will slip over the spades on the switch?
Search function showed some pretty general info, figured I'd post here so we could shoot this trouble sniper style.

After posting this I also noticed that I had lost my gauges. After doing some digging and following cruiser54's ground refresh tip I tracked the problem down to what I believe to be a badly corroded fuse block.
While none of the fuses were blown and I was getting voltage at the terminals, I think that the fuses themselves just weren't making proper contact. Some electrical cleaner and inserting and removing the fuses a few times seems to have solved the problem.
I knew I was getting somewhere when, after inserting the fuse for the fourth or fifth time, the door open buzzer began to sound off. Well wouldn't you know... all of my dash electrical was working again also.
