Check your fuses with a test light. Almost always seems to be a fuse when both tail lights and dash lights aren't working at same time. If that fails, check headlight switch, Also ground for the headlight switch was may be bad check all grounds anyways.
Check the fusible links on the passenger fender that connect to the starter relay. I believe the interior lights, headlights and taillight share a common fusible link. If that blows, you won't have voltage to the fuses.
