Ok, sounds like you need to pony up some more info.
Why did you replace the ICM?
Was it running before?
Did you just get this vehicle and haven't heard it run yet?
If it's popping through the intake, the most likely scenario is that it's either not timed right or the plug wires are on wrong. If you roll the engine to Top Dead Center (TDC) on the #1 cylinder, the rotor should point to the spot on the cap that has the #1 plug wire on it. The firing order is 1-2-3-4-5-6
You'll know you have TDC #1 when you pull the spark plug out of #1 cylinder and your finger gets pushed off the spark plug hole. Then look down to the crank pulley and line the notch up with the 0 degree spot on the timing cover.
I replaced it because I lost fire.....it was running before, but lost fire/spark....my nephew pulled the cap and rotor and wires off when I wasn't there and didn't mark anything....so when I put it back together to what I thought was right, it's doing the popping back through the carb and not cranking
I can't seem to figure out where #1 on the actual dist cap....it looks like the one to the fartherst left looking from front, but I don't think it is because it's still popping after finding tdc and starting over
So.....pic number one is the correct firing order for the 2.8 in the jeep.....pics #2 is not.....went by pic 1 and it cranked immediately after finding TDC
