Default 4x4 problem

Im having shifting problems only when its on 4low it womt shift it will red line and it will still not shift
when its on 2 wheel drive it will shift normal and also on 4high.
​​​it has a code p0700 its the only code
any help ?

Do you have the trans shift lever in D when this happens?

Yes i usually leave it on 3 but ive tried everything it still wont shift..
but whats weird it only does it on 4low
