4wd engages, but front & rear diffs don't lock.

Yea thats right so then if you put it in 4wd hi or lo grab The front drive line if it spins your tcase is not engaging if its locked then your 4wd is fine just means the diffs are working properly.

The front end is getting power. And the 4wd works. At this point I'm just trying to figure out where the hose from the t case goes. It was drooping over by the dipstick, but I don't see anywhere that it could go??

I'd say its probably a vent hose. It doesnt necessarily go anywhere.
