Default 4.0 mech fan

Does the mech fan pulley ride on an idler, or bearing? would the belt being worn allow it to slide off the pulley and make contact with the timing cover?

What do you mean by idler.... It should be attached to a pulley that has a bearing in it? If your belt is sliding off I would check for misaligned pulleys.
