Yea here in Arizona it's legal as long as your check engine light doesnt come on. I could cut mine out and I'd just have to relocate my O2 sensor because they don't check my exhaust on my '99. Just plug into the computer and check my gas cap!
But my gas cap fails everytime....

Passing state inspection is another matter....but that doesn't make it legal, it only means it passes state inspection requirements.

Catalytic Converters are regulated by Federal law, and are required on any vehicle that came from the factory with one, unless said vehicle is no longer driven on the street and deemed recreational.
A lot of Jeeps here are trail use only, removing the catalytic converter is acceptable.

Being that it is 4am, and I am sleepy eyed, I have read over the TOS and do not see where it says we can not talk about Catalytic Converters and the removal of them.

Removing catalytic converters is against Federal Regulations. Its also againstforum rules to discuss doing this.
Please review the forum rules if you have any questions.
Thanks.
