2001 Cherokee Sport Wiper Fluid Reservoir Replacment?

The back and front wiper pumps don't seem to be working, and I'm not sure what the problem could be. None of my fuses are blown, and there's fluid in the reservoir. Could it be possible that the two pumps need to be replaced?
No matter what the problem is, I need to get to the reservoir which I'm not sure how to do. In this model it looks like I have to take off my whole quarter panel, but I'm not sure. I'll attach a picture.
Update: CCKens directions worked great, I was able to get to the pumps and see that there's power getting to them which means the pumps are bad. While I was down there I checked my factory fog lights too and learned that those aren't getting power, so that's something else to look into. I'll see if I can find any replacement pumps for cheap. Thanks!

Power for the front washer pump comes from Circuit Breaker #30, 20 amp, in the junction block (JB) (fuse panel in the passenger foot well), the rear washer pump is powered by fuse #22, 20 amp, in the JB. You'll have to remove the JB cover to get at the CB. Requires removing some trim around the cover. Before you remove the JB cover, remove the electrical connector from the front windshield washer pump (bottom pump), and using a voltmeter, check for voltage at the connector. Pin A (+) from CB has a Brown wire, and pin B (-), Black wire, is to ground. The ignition key must be placed in the RUN position (without starting the engine) and have a helper operate the front windshield washer. The same can be done for the rear washer (top pump). If you get voltage at both pump connectors, both pumps are bad. If one or the other pump electrical connectors doesn't have voltage, check its CB or fuse.
The ground point for both washers is at the left inner fender near the air filter box.

Thanks, that's very helpful. I'm going to work in a few minutes, so tomorrow I'll see if I can get this figured out. I'll update afterwards with my progress.
