2001 Cherokee Sport - Electrical Issues

2001 Cherokee Sport - Electrical Issues
Hi - I am brand new to this forum today. Any insight and advice is greatly appreciated.
I picked up an automatic '01 sport locally in Denver off of CL. Everything is running fine accept for a few electrical-related items.
1) High beams are permanently on when lights are on. When pulling the turn signal toward you (like you would do when trying to flash your brights) it flashes the low beams. But you can't get the it to switch over to the low beams. Could this be the column switch?
2) This morning (rather cold morning. About 10 degrees) I started my car and the windows, wipers, power locks, turn signals, and radio were all dead. The car started up fine and drove fine but most of the electronics were dead. The red airbag light was also on. About 15 minutes into the drive the blinkers, windows, radio and everything else started to work... then a few minutes later went dead again.
At lunch I drove the car around and everything worked fine accept for the high-beam issue. Are these electrical problems easy to tackle or should I take it in to a dealer (not what I want to do)?

1) Probably the multifunction switch.
2) For the heck of it, take a look at the interior fuse block- behind the kick panel on the passenger side. I've read about other's having similar problems and found the fuse clips were worn or loose, or the block itself had gotten wet.

When the accessories die, do they work if you turn the key to ACC?
