2000 xj stock fog lights stopped working. Help!

Stock fog lights quit working one day. Both are new and less then a year old and direct oem replacements. One night they just decided not to turn on. Took both relays in the pdc out but I have no way to test them. Went to autozone and they're 17$ a relay and they told me they can't test my old relays (which is 100% bs)
Seen other members say there is a blue 15amp fuse #25 in the pdc. But I'm not sure which one it is since it's not really labeled like the kick fuse panel.
Also to note my fog light indicator switch comes on when I push the button but the fog lights don't come on. Just confused where to start relays? Fuse? Switch?
Can someone show me where the 15amp blue fuse in the pdc is, for the fog lamp .

I'm having the same problem with my 2000 -- however, mine doesn't even have that 15a fuse (feels dead when putting on in it). Truck has the foglight switch, and the lights. Any ideas?

I bought my XJ just a couple weeks ago and the fog lights were in-op. So with a test light I determined no power to the lights but I had power to the switch. Pulled the switch and determined it was melted.

I made a how to on this but can't really find it right now on the app. I used a defroster switch to get a new plastic piece for the fog light switch. Then added a relay to put the working load on the relay like it should have been instead of on the switch.
