2000 XJ, instrument cluster dead
Just got an '00 XJ and the instrument cluster is dead, none of the gauges do anything but the warning lights all work as they should and the odometer is also out. I ran the dash diagnostic test(turn key on, hold trip odometer down) and the cluster lights all cycled but the needles didn't budge.
Checked the fuses up under the hood and they're all OK. Looked for another fuse panel up behind the pedals but didn't see one, is there another one and if so where is it?
Don't know if it's related or not but the radio doesn't power up, the dome lights are inop, the window/lock switches only work on the driver's door, cruise powers up but doesn't actuate and the Jeep doesn't respond to the keyfob.
Is this a related issue or something more complex? Thanks for the help!

Fuse 9 in the JB is also required to run the instrument cluster but going by what all is inop I'd bet on the IOD.

I found the fuse panel behind the passenger side kick panel, fuse #2 according to the photo below was blown then replaced with no improvement.

Looked under the hood again a little harder and I DID find a blown fuse, inserted a new fuse right away and it blew.
The fuse that blew would be the yellow 20amp on the right side in the middle in this photo.

Which fuse is the IOD? Nothing is labled in this Jeep. Thanks!

Figured it out. It was actually the fuse under the one I indicated in my previous post, so bottom right.
Stuck a jumper wire in there and the cluster came back to life and everything works as it should. I gotta make a fuse run then it will be fixed right. Thanks for the help.

F26 is for the Power Amplifier
F19 is for the Headlamp Switch
F17 is for the Downstream O2S Heater Relay
F16 is the IOD
Note: I see you have Sentry Key Immobilizer System (F27)

It appears that I've found the problem. Had the doors open while cleaning the Jeep then started to smell wires burning, felt around by the passenger side kick panel and it felt HOT.
Took the fuse out and removed the kick panel and it appears that the black wire at the downstream connector is slightly melted. Where does this connector go, tailgate?

The tailgate on this Jeep is rusted pretty good and I think there's a short in the tailgate somewhere. Going to replace it so the connector will stay disconnected for now.
FWIW here's a shot of the underhood fuse box with the IOD removed.
Took the fuse out and removed the kick panel and it appears that the black wire at the downstream connector is slightly melted. Where does this connector go, tailgate?
