Default 2000 Xj Classic Power stearing problem

My 2000 classic power steering pump wines real loud at time. It's full of power steering fluid. But i can't figure out why it is wining so loud?

bad pump or lines are clogged and the whine is the pressure relief valve i believe

i have the same problem with my 89 xj 4.o opening the res cap i can see an abundance of air getting into my system and i dont know from where. I added some sort of repair fluid to the system and turned my wheels from stop point to stop point several times as directed by a mechanic to try to expel the air out of the system. problem still persists. could the power steering pump be done?
