Default 2000 Cherokee XJ IOD circuit Amp Draw 2.78 volts!

New guy here!

My 2000 Cherokee will not start after replacing the alternator. It turns over fine. I've researched resetting the theft protection device. Am unsure if it is reset but it doesn't act like it is the issue. I am not getting any dash light for the anti theft and the exterior lights are not flashing etc. I also checked the amp draw to the battery as it was drained of power completely after it was reattached after the alternator change. I've discovered that the IOD circuit is drawing 2.78 volts (terminology error: Amps not volts)....way more obviously that the nominal .025 >. What items are attached to this circuit? I've tried pulling the fuses on the radio, and door locks to see if they are the culprits but the draw remained the same.

What else should I be checking? I also disconnected the new alternator but that didn't change anything either.

That's a lot of standby current. Bad diode in that "new" alternator? Interior lights on?

You'se is going to have to explain this. Volts aren't "drawn", amps are drawn. What are you measuring, and how? Please spell it out in detail, because details really matter here.

I have disconnected the alternator and the same results are found. The interior lights are off.

Im sorry it is amps. I have an amp meter and and testing the draw by disconnecting the negative terminal on the battery and connecting between the terminal and the connector while the ignition is off.
Once I had my reading I began removing fuses until I came across the IOD fuse. When I removed it the draw went to zero.

Is it a constant draw once the battery is connected? I had myself confused once measuring the IOD draw. When I connected power the radio would cycle to eject the CD for about 10 seconds so the initial draw was about 2-amps. I also discovered the glove box light was staying on and a usb charger was sucking 1/4-amp.

Yep. It is a constant draw. I pulled the fuse for the radio, power locks, ignition, and power windows. None of which made any change to the draw amount.

Update: I resolved my IOD circuit issue. Faulty light switch....the interior lights were staying regardless of whether the switch was in the off position or not.

Thanks to all for responding.

Now if I can figure out the crank but no start issue. I'm waiting on a factory service manual. In the mean time I'm testing the crank sensor as I do not have a pulse at the injectors.
