1999 XJ Power Locking Buzzing
Having a problem with my 1999 XJ's power locking. The power locking won't actually lock or unlock the doors, it just makes a loud buzzing noise coming from all the doors. This sound also started happening randomly when driving without the switch being touched. The noise seemed to stop when front passenger door electrical harness was detached. It seems to be an electrical issue but since none of the doors will actually lock when it triggers, I'm thinking there could be something else wrong. Thank you.
Well best I can tell is that the passenger side switch controls the power locks.
So when you disconnected the harness and the noise stopped that makes sense to me.
Did the locks ever work?
I am just guessing here but thinking it is the actuators making that noise you hear at all the doors.
And if they are making noise then you would think they are getting power.
If this were me I would go in there and make sure nothing is frozen, lock rods move as they should, lube everything up, etc.
Does the hatch lock? Does that make noise too?
Thing that makes me think I am wrong about stuff being frozen is that I am guessing you can still lock everything manually.

Yes all of the locks can lock manually, hatch included. I'm not sure if the hatch makes the same noise though. Also forgot to mention they are triggering randomly while driving, even when the cars in park, or on the freeway.
Make sure it is connected properly.
I say this cause I was testing an overhead console that still had a RKE in it not paired with my fobs.
I just kind stuck the connector into the RKE board so it would not be flopping around up there.
Anyway driving around testing the overhead it seemed like every time I hit a bump my doors would lock or unlock.
I didn't pay it any mind cause I was pretty sure why that was happening.
And as soon as I put my overhead back in that stopped. LOL.
I'd suspect frayed wiring in the harness between the pillar and door. You may also need to take apart the door switch and resolder the connections. It's not uncommon to have bad solder joints in the switch panels on either door.
