1999 cherokee 4.0 Evap leak.

1999 cherokee 4.0 Evap leak.
I have a 1999 cherokee and it has a evap leak. It smells really bad of fuel around the gas cap with the cap on. it looks like the fuel has spilt a bit out of the fuel door. I had the cap tested and it tested good. Any ideas?
