Default 1997 Cherokee Country Steerin Column Replacement

Hi,

Like a few other threads I've seen here, my 97 Cherokee Country 6 cylinder was almost stolen. They ripped out the tumbler and destroyed the steering column, but couldn't get it started. I just had the column replaced, but when I picked it up I found an exhaust leak that wasn't there before. I brought it right back to the mechanic, not my normal but an insurance approved, and he is now saying the exhaust manifold gasket (and maybe the whole manifold) is shot and needs to be replaced. My question is, did he have to take apart/mess with the manifold to replace the steering column? Is this his mistake that he his trying to cover up and have me foot the bill for?
