1993 XJ Rough Idle

1993 XJ Rough Idle
Best way I can describe it is that the engine has a chugging feel to it at idle. It idles around 1-1.2k and its not a sporadic idle but you can definitely feel it, its not a very smooth idle. Btw engine mounts are solid so I don't think thats a problem.
Also has lifter noise on start up, eventually goes away after running it for sometime. Engine runs fine when picking up speed. Where do you guys think I should start?

Clean the throttle body and IAC.
Next time you start it and you get lifter noise, shut it off immediately. Wait 10 seconds and re-start. Noise gone?
