1991 no power to brakes ABS

1991 no power to brakes ABS
I am working on a 91 cherokee for a friend who is currently deployed and there is no power to the brakes. I did bleed the brakes and the pedal is hard. The person that put the lift on it cut the wires to the abs sensors could that be the problem? I checked all the connections and they seemed to be good. What should I check? what should I Replace?

So there's no pressure, but the pedal is hard. IDK how the ABS works, but is it possible it got stuck or something? I would try pulling the ABS fuses/wires and see if they work, unless the ABS getting stuck isn't possible (Which i don't think it is).

That probably has the notorious Bendix 9 ABS. The ABS supplies the brake boost, until the pump stops working. If the pump fails you'll have to stand on the pedal with both feet and stomp like a banjo-pluckin redneck at his first hoedown to get it to do anything. You're having to blow past the failed pump and accumulators before any pressure gets to the brakes.
Check to see if the pump runs, it should fire up with the key on and your foot on the brake. They have a lifetime recall, which your dealer will probably forget exists while quoting you a jaw-dropping price. It's NHTSA Campaign ID Number: 96V260000
Be very careful what you open up, the accumulators operate at 1000-2000 PSI when they're working right, and are nitrogen-charged.
Incidentally you can't disable it by pulling a fuse or relay and expect normal, but non-ABS brakes with a failed pump, you'll have no power assist and possibly lose the whole brake system. You have to fix it or rip it all out and install a conventional vacuum booster and master cylinder from a later XJ.
