Best to post the transmission in your post for the most accurate replies.

Be sure that all your battery connections (cable/posts) are shiny clean. Load test your battery if there is any doubt.

If this is an automatic transmission, try wiggling the shift lever while turning the key. Also try starting in NEUTRAL.

If either of these techniques work, the problem is with the neutral safety switch (NSS).
A very common fail on the Cherokee.

Many times, they can be disassembled/cleaned/greased/adjusted to return function.

So you turn the key and I assume it cranks too or does it not crank. You say you hear the fuel pump? When you turn your ignition all the way, do the lights turn off when you have turned the ignition all the way? Need more info.......

if you have electrical power (lights work and don't shut off) Then it's probably the starter or NSS that won't let your starter turn. If the starter is the original one from before 1990 then maybe that might be the problem, or just a connection between the battery and starter

Have you tried to wiggle your ignition switch to see if you have any change? If nothing, I would be pointing toward your NSS. Good Luck!!
