I have this same issue. I thought it was a vacuum leak and did everything to locate and fix it to no avail. Turns out something is corroding my belt to where the ribbed side feel sticky. It sounds JUST like a leak. Belt dressing didn't fix it and I only accidentally found it out by spraying wd40 on the lowest pulley and the sound stopped so I thought it was a bearing or something. When the sound came back I started feeling around with the motor off and noticed the stickiness. So I sprayed wd40 again and the sound went away as well at the stickiness. However, I don't suggest continually spraying your belt with wd40 (obviously) but I haven't gotten to replacing my belt yet to be 100% sure that its the issue.

WHOOPS??? When you wrote "IT" ^ I thought you only got one. So you pulled the air cleaner, went over them all, and only the one was loose? That seems a little odd. Well, good, (sort of). Heck hairspray might work, water might work. Starting fluid is cheap and something I usually have handy. So if you got'm good and tight, Go around with little bursts... it evaporates almost right away, so don't, like nail it so much you make a fire hazard, just short little shots. Mine tricked me. It wasn't whistling, the lower O ring on an injector was leaking. Squirting there I thought it was the gasket cause it is soo close. I found the bad O ring while I was changing the gasket! Since the exhaust was shot, (where yours might be), it wasn't a total waste, but I think the O ring, and not the gasket was my vacuum leak.
So that, or listening with a tube might be your best bet to find it. The gasket can be a pretty big job, or not I guess. My Renix has a heat shield, I pulled the works and went over everything, cleaned things up a bit. Maybe not the whole weekend, but plenty of it. I guess you have the option to leave the rail and the exhaust and just move the manifolds out......tough to clean well, not the way I went, but it's been done. I suppose someone who's done it might do it pretty quick that way though....
So there's my .02...&.04....&.06!

Thanks for all the input.. looks like I know what I'll be doing tomorrow.. I'll pick up some starter fluid and give that and the hose a try. I'll look into the belt issue too.

Starting fluid is dangerous - burn baby burn!
WD-40 doesn't burn, but it won't find a leak.
Best way - smoke test.
Throttle body spacer? They often whistle.

Neat tip with the torch ^. I'd tried that with no luck, I didn't think of cutting one off to get straight gas. Another safety tip, be supper sure not to let the can touch the battery or any wires. (like setting it down). My dad was a safety inspector for California Occupational Safety and Health. A guy did that, not pretty.
If you can hear it without a tube, you should be able to find it with one. ACE has that clear vinyl on the role cheap if you need.
Or just short little bursts. If you can burn it up doing that, stay away from pencils also. (they can be fatal).

I guess the way the MAP reads vacuum, a leak can really tank your mileage.
If I have it straight, (might not), the MAP takes a stab at the mixture, then the 02 fine tunes it. If the vacuum is low enough, the MAP might make it too rich for the 02 to correct it. Idk. for sure...hope your whistle is just the TB. My stock air-box is pretty quiet.

Probably tough to find a whistle if it's already whistling.
I just have to say..on that guys video, I wouldn't do it cold. Warm, with the fan going a little shot evaporates in seconds. You go all over a cold engine with it, it's gonna be everywhere, you might need TWO extinguishers! Just my .02 I'd never want more that a tiny shot of it there at any one time, on the off chance it did light. Odds are it would be an exhaust leak there anyway, being cold won't help that.

Took off my throttle body to inspect the gasket, only to find that there wasn't a gasket.. just metal on metal between the TB and intake .. we'll see if this fixes the whistle

Whistle was gone since Saturday when I replaced the throttle body gasket and came back today.. guess I'll have to try the hose and starter fluid methods and see what I can find

Hate to bring this thread back from the dead, but I FINALLY got around to resolving the issue after it started getting even worse.. it was the intake/ exhaust manifold gasket. The gasket was toast.. installed a new fel pro gasket about 400 miles ago and no wistle.
